Story Act 2 Chapter 8 -> 8-1 Far-Flung Desert Pt. 1 (Normal) has 4 Land Rays in 2 waves, and is right at the beginning of the chapter.
Alternative:
Story Act 2 Chapter 8 -> Quick Encounter Pt. 6 (Normal) is much further into the chapter, but has 3 Land Rays in 1 wave.
Lamia x30
